Conquering Operation 627: MW3's Gulag Breakout on Veteran

Conquer MW3's Operation 627 on Veteran and rescue Prisoner 627 with this tactical walkthrough.

If you’ve played Call of Duty: Modern Warfare 3 (the 2023 one, not the original classic), you already know that Task Force 141 doesn’t exactly do things quietly. Operation 627 kicks off the campaign by throwing you right into a frozen Russian gulag, and honestly, the place has a personality of its own – cold, brutal, and just begging to be torn apart. I’ve run this mission more times than I can count, and on Veteran difficulty, it’s a whole different beast. So grab your night vision goggles and your favorite flashbang, because we’re going in.

Locate Prisoner 627

The mission opens with your squad swimming toward the outer wall. You know the drill – grapple up, sync watches, and immediately get that sinking feeling that someone’s about to spot you. Follow the path to the right after the climbing cutscene; it’s almost insultingly linear, but don’t let your guard down. Two guards are having a nice little chat overlooking the prison. Silence them quickly, and then drop down through the broken wall section. The compound is about to wake up in a very bad mood.

Once you hit the stairs, take cover behind the big wooden box directly across from the exit. It’s like the game is handing you a front-row seat to the chaos. When your allies blow the helipad sky-high, the guards will scatter – some toward the light, some trying to flank you from the right. I can’t stress this enough: keep your eyes glued to the right side. Those guards have a nasty habit of appearing exactly when you’re distracted by the explosions. Pop them, then push up and clear the building across the yard. Watch for the guy on the second floor – he loves peeking over the railing just when you think you’re safe. When it’s quiet, crack open the panopticon hatch. Easy, right? …Well, easier said than done.

Descend The Panopticon

The panopticon is where the mission really starts to breathe – and by breathe, I mean it tries to suffocate you with close-quarters gunfights. Lights go out, and suddenly you’re in a claustrophobic spiral of walkways and prison cells. Flip on those NVGs and channel your inner ghost. Each floor has a couple of guards that need… persuading. The first two are on the connecting walkway; drop them and then immediately shift your focus down. Four more guards are directly below you, probably wondering why their buddies stopped chatting. Line up your shots, maybe toss a flashbang if you’re feeling generous, and wipe them before they return fire. I always keep a frag grenade ready for the lower level just in case one of them gets twitchy.

Continue down with your squad, playing a lethal game of hide-and-seek. The ground floor exit from the panopticon is a chokepoint – two guards will spawn just outside the door. Have your weapon shouldered before you step through, or they’ll turn you into Swiss cheese. Push into the maximum security block and breach that cell. Makarov’s in there, and he’s about to become your very dangerous new best friend.

Escape With Makarov

With Makarov freed, the prison suddenly feels twice as hostile – as if the walls themselves want to keep him inside. He’ll casually murder three guards in the corridor (typical Vladimir), and then you’ll need to find cover, fast. A fresh wave spawns near the elevator doors, and they’re not interested in negotiations. Clear them out, then follow Makarov into the locker room on your right.

This locker room is a nightmare on Veteran. Four guards are playing peek-a-boo between the metal cabinets. I like to hang to the right edge and let my squad draw some attention. Toss a flashbang or a well-cooked grenade to flush them out, then methodically clear each aisle. The key is patience – if you rush, you’ll eat a shotgun blast before you can blink. Once Makarov reaches the elevator, hop in. The madman even has time for a philosophy question…

Answering Makarov’s Question

Makarov will ask who holds power over the prison: the guards, the prisoners, or neither. Honestly? Say whatever you like. There’s no wrong answer, and he’ll find some dark wisdom in all of them. “Neither” gets the most genuine reaction from him – almost a little smile – but don’t overthink it. This is less a puzzle and more a moment to remember that you’re escaping a gulag with a future war criminal.

Escape The Gulag

The surface is absolute bedlam. Prisoners with stolen rifles, sweeping searchlights, helicopters raining lead – it’s the kind of chaos that makes you feel alive. When you step out of the elevator, avoid those spotlight beams like the plague. They’re not just atmospheric; they’ll paint a target on you that every guard in the watchtowers will appreciate.

You can choose your approach here. Some like to climb the nearest watchtower and zip line across the compound, bypassing half the fight. On Veteran, that’s a death wish – trust me, I’ve tried. Instead, work with the prisoners. Let them absorb some fire while you eliminate priority threats. It’s oddly satisfying to see the guards overwhelmed by the very people they locked up. Stick close to Makarov – he’ll guide you through a side hallway that leads out the back. Ignore the guards still firing from the gulag windows; they’re just background noise at this point. Sprint for the ocean, dive, and make it to the boats. You’re home free.

Death Row Achievement

Oh, you want the Death Row achievement? That requires a little extra finesse. The goal is to complete the mission without personally firing a single bullet – and yes, that includes on Veteran if you’re feeling brave. Rely entirely on your squad and the rioting prisoners to do the killing. Flashbangs are your best friend here; use them to blind enemies so your allies can mop up. In the locker room, just hang back and let Makarov do his thing. It’s a test of patience and positioning, but it’s absolutely doable. I’ll have a full stealth guide for that sometime soon, but for now, just remember: your trigger finger gets a vacation, and your squad finally earns their pay.

And there you have it, soldier. Operation 627 might not be the longest mission in MW3’s campaign, but on Veteran, it’ll make you appreciate every pixel of cover and every well-placed frag. Makarov’s escape sets the tone for the whole game – brutal, unpredictable, and just a little bit philosophical. Now go give that gulag hell.
